The concept is that they're trying to cater to a wide audience, essentially as many people as possible. So instead of focusing on thematic concepts like they did in VC or SA, which makes some people hate the game and some people absolutely love it. They just go for this lukewarm approach where they add every single thing they can think of to please everyone and it ends up tasting like nothing.
You got the black guy to please all the people who wanted GTA SA 2, you got the crazy guy to please all the millenials and people with attention problems and then you got the generic guy who is just a backup if someone doesn't like the other two. (I admit I'm sort of guilty)
Then we have the story and setting which revolves around modern day political social commentary, it's bland. It's like South Park the game (didn't we already have this?), it's just jokes after jokes about the modern age being told on the side of some generic crime drama. "Yo Michael we gotta rob this bank dude, by the way aren't Hipsters fucking hilarious lol

DDD?????" The game can't decide what it is or what it wants to be.
The Online is fucking horrible too. They won't stop adding all of this shit that stands out and makes the game look like some bad cartoon. For God's sake we have flying bikes, tron bikes, the KITT car... I never knew they would try and copy Saints Row, but here you go. I'm not even going to talk about Shark Cards and balancing issues tho, I'm sure you all know
No one even cares about making good games like people relatively used to back in the day, it's just about money nowadays, that's all it is. That's why we aren't seeing Manhunt 3 and why Manhunt 2 was put in the back burner and didn't turn out so well. It's for a niche audience = less sales = Rockstar cares less.
